Who is the leader of the Jaegerists?

  ***THIS ARTICLE CONTAINS SPOILERS FOR SEASON 4 PART 2, READER'S DISCRETION IS ADVISED***





Well, it's pretty obvious.

Of course the leader of the Jaegerists is Eren Jaeger, but in various occasions he's been missing, for example during the time he was in jail.

When Eren couldn't lead his forces, the command was given to the more troublesome veteran of the Survey Corps: Floch Forster.

In many occasions, Floch has led the most iconic actions of the Jaegerists, like the arrest of the veterans at Nicolo's restaurant, the beating of Keith Shadis and Zeke's apparent resurrection.

This is what we've seen in the anime so far.

But who rules the Jaegerists after Eren and Floch's deaths?

We know that Floch dies at Odiha in chapter 132 "Wings of Freedom", after attempting to destroy the flying boat before getting killed by Mikasa.

Eren dies in chapter 138 "A Long Dream", after getting beheaded by his lover.

We know that the Jaegerists still rule the island, even after the two leaders' deaths, thanks to this panel right here:


But who's the leader? Do we know them? Is it Historia? Or is it someone else?

First of all, I believe Historia isn't the leader of the Jaegerists.

Just like for the rest of the series, Historia's role in the regime is simply a figurehead one - even before the events of season 4, the important decisions of the humanity inside the walls were taken by the military, like Dot Pyxis and most importantly Darius Zachary (hence why the Jaaegerists blew him up).

Historia simply enacted social reforms, to satisfy the basic needs of the main populace, like the orphanages where she met the Farmer.

Even though she is one of the main negotiators for the Peace Conference of Paradis of 857, I don't believe she would have taken any major role other than the one representing the people of Paradis.

If it's not Historia the leader of the Jaegerists, then who is it?

We can try and deduce who could they be - first of all, let's list all the known members of the Jaegerists:

Louise, the girl who was saved by Mikasa in 845 in Trost, and became a loyal servant to her. Even though she was one of the original members of the Jaegerists (she was arrested along with Floch for the suspicion of her involvement in the information leak of Eren's captivity), she probably died for her injuries during the second battle of Shiganshina, after stealing Mikasa's scarf.

Louise

Wim and Holger, these two are, along with Louise, the recruits responsible of the leak, they had an extremely minor role in the organization, appearing clearly just in this situation and in none else. Although Holger's status is unknown, we know that Wim is still alive in a crowd in the last chapter of the manga.

Two other members of the Jaegerists are Hitch Dreyse and Rico Brzenska, who again appear to be by the side of the Jaegerists amidst the crowd in chapter 139.

Another member who becomes a little more important in the manga is Surma, the recruit who dared to speak up against Keith Shadis (but ended up being saved by the latter) appears in the crowd too.

Since all these characters appear in the crowd hailing the Army, it's highly unlikely they're the high command of the Jaegerists.

Two older characters from Season 1 re-appear as Jaegerists in the manga: I'm talking about Samuel and Daz, who were both killed by Connie at the Harbor.

The question is still on though: who's the new leader of the Jaegerists?

*Historia can't be because of the reasons I've stated above;
*All the known Jaegerists are either dead or simple members of the party;
*Almost the whole high command was eliminated when turned into a titan by Zeke in Shiganshina;

But I have a theory!

The current leader of the Jaegerists might be... Holger!

Along with being one of the first members of the Jaegerists (he worked with Floch to press Eren's liberation from jail), Holger appeared other times close to Floch, like for example the restaurant scene.

I believe Holger, in the three years after the Battle of Heaven and Earth, climbed the military ranks and eventually became one of the Eight Officers of the Jaegerist regime.
